Do police issue S44 forms when they conduct bombing exercises?

I know that the police had an exercise just before the kings Cross Bombings where they incite explosions etc. Do they conduct the exercises and use members of the public ? Or do they just issue S44 to to take the piss out of the public, because they just sit there thinking of ways to take the piss out of the public?
