Question about the Articles of Confederation and Shay's Rebellion.?
The Articles of Confederation gave the central government no ability to tax the people, and instead put the state governments in charge of managing their own taxes. However, most of the states simply didn't pay taxes because Congress couldn't force them to and the country became poor fom the unpaid war debt. If this is true, why is it that Shay's Rebellion happened due to unfair taxes? If the states weren't contributing money to Congress to pay off the debt that means they weren't taxing, right? Then why did Shay's rebellion happen because of taxes?
