How can I kill maggots?

Last week, I asked my husband to take out the trash and he didn't. He said he forgot. Well, I smelled something rather horrid and went to investigate. I found maggots all over my trash outside. We have stray cats in the neighborhood and they knocked over a garbage can and tore out the trash.. they are all over!! When I went out to pick up the trash ( I would not wish that on an enemy btw) they tried to come in the house! I diluted some bleah and poured on them to wash them off the sidewalk but they are still coming! They were everywhere! I need an idea that is not a pesticide. I don't have any and can't get to the store. Please help!!
