Whats the deal with tony stark at the end of the hulk movie?

I wondered the exact same thing but in the end of Iron Man the avengers or shield one of the 2 approached him and offered him a spot on the team. So maybe Mr. Stark was approaching the General about hulk or being able to make another like Hulk to join the team.
