I have a stop sign image (.png) that I would like to make the word "STOP" blink rapidly...?

Re-save it as a gif, then open it in PS. Open the Animation window and create a new animation state. Then alter the photo as you want (painting over the letters with red would work). You can then modify the time delay between frames, and then save as an animated gif.
